Charles B. Davis, M.D. is currently the Regional President of Rady Children’s Hospital San Diego, part of Rady Children’s Health.
Dr. Davis joined Rady Children’s as Vice President and COO of RCSSD in April 2013, where he led implementation of performance initiatives that resulted in significant improvements in operational performance, patient access and patient experience across Medical Practice Foundation specialties and ambulatory clinics. In February of 2016 he took on the additional role of SVP for Care Redesign leading many population health improvement initiatives in the Rady Children’s Health Network, a clinically integrated network. In 2021 Dr. Davis took the additional role of Executive Lead for Research Administration - Rady Children’s. In 2024 Dr. Davis became the COO of Rady Children’s Hospital and then in 2025 became EVP and Regional President. Prior to joining Rady Children’s, Dr. Davis had a successful 26-year career in Navy Medicine that included clinical, administrative and senior leadership positions. Following his Navy service Dr. Davis was the Vice President for Health Plan Design and Management at TRIWEST Healthcare Alliance, providing comprehensive healthcare consulting to Military Treatment Facilities in the TRICARE West Region. Dr. Davis is Neonatologist and Pediatrician with over 30 years of clinical experience. Dr. Davis brings strong expertise and experience in leadership, operations, medical policy, managed care, medical management and population health improvement.

Dr. Mark David Milliron is an internationally recognized leader in education innovation with more than 30 years of experience driving transformation across universities, organizations, and communities worldwide. He is an award-winning author, speaker, and consultant who has worked with government agencies, corporations, and educational institutions at every level.
Dr. Milliron currently serves as President and CEO of National University, where he champions access, student success, and next-generation learning. Previously, he held leadership roles at Western Governors University, co-founded Civitas Learning, and worked with the Bill & Melinda Gates Foundation and the League for Innovation in the Community College.
He has been widely recognized for his impact, including honors from the University of Texas at Austin, the United States Distance Learning Association Hall of Fame, and the San Diego Business Journal’s CEO of the Year.
Above all, he values his role as a husband and father to four children.
